Young, Colonel (Retired), United States Army -- During the past eleven (11) years, I personally have worked with Richard while he was Director at QUALCOMM Incorporated in San Diego, California.  Starting in December 1995, Richard and I influenced the United States Army, Europe (USAREUR) to use the QUALCOMM OmniTRACS satellite based Global Positioning System (GPS) system to “track” the exact locations of their logistics vehicles throughout central Europe.  In the spring of 1996, this tracking system was expanded to the Balkans, and in 2003 through to the present, to Kuwait, Iraq and Afghanistan.  By 2005, Richard had sold, installed and directed the supported of over 5,000 OmniTRACS Satellite Tracking Systems (STS) with U.S. Army forces in Europe and Southwest Asia (SWA).  As a result of OmniTRACS’ reliable positioning reporting and two-way data communications, many soldier lives were saved in the Balkans and SWA.
